#2. Start a webring. Could be nice for promotion.

"tell-a-friend"-like feature (better if modified to invite developers), maybe based on a mixture of:

PHP Tell A Friend
GoonMail
AGTC Bulk Emailer

Usable just by registered users, of course...
...and mails should leave after admin approval.
